If changes in the game never happened, would fighting in hockey not be a problem?

The problem is some people are turned off by the violence. Many parents are reticent to bring their kids to games. Hockey violence appeals to a limited number of creeps. Maybe if they changed the game they would get better t.v. numbers than poker or NASCAR.
