Are there any online sites where you can complain about online consumer fraud?

I ordered merchandise from an online seller. It was advertised as new but it was damaged and obviously used. They offered to give me a refund but I'll have to send the items back at my expense, the items are heavy and it's going to cost a lot. I feel like I'm being punished for their dishonesty. I want to warn consumers about this company.
