Are the four letters of shalom consonants? Is the sound O, the third letter of shalom, a consonant?

Shalom is an English transliteration of a word in Hebrew letters. The Hebrew letters are Shin (Sh), Lamed (L) Mem (M); the vowels 'a" and "o" are incidental. Therefore in the English transliteration there are three consonants and two vowels.
